The Village of Orland Park, a dynamic, progressive, growing community of approximately 60,000 residents (expected build out 70,000) seeks an Assistant Director for our Public Works Department to assist the Director in providing leadership and management of the day-to-day operations for the Department. Located approximately 30 miles southwest of downtown Chicago, Orland Park has a unique blend of residential and business communities in the midst of more than 700 acres of parks and open lands.
The Village of Orland Park was incorporated May 31, 1892 and operates under the Manager form of Government which was adopted on November 5, 1983. Legislative oversight in the Village is provided by the elected Mayor and Board of Trustees. The corporate authorities include the Village President (Mayor), the Village Clerk and six (6) Village Trustees, each of whom is elected at large to a four year term.
The Assistant Public Works Director will have direct oversight of the administrative staff and Vehicles & Equipment/Transportation Division, while providing administrative leadership and support to the Streets, Utilities, and Natural Resources & Facilities Divisions as needed. This position is responsible for providing assistance to the Director and Operations Managers in directing, administering and managing all activities of the department for the maintenance of public infrastructure including; potable water; sanitary and storm sewer drainage systems; streets; lighting; buildings/facilities; parking deck; park facilities; ponds; forestry; vehicles and equipment/transportation programs; along with the planning and construction of related capital improvement projects. This position also administers the solid waste hauling and recycling contract; PACE van ADA transportation contract; NAPA contracted services; as well as other contracted services.
The Assistant Director will assume significant responsibility for a variety of personnel activities including assigning and overseeing others, while ensuring department wide performance evaluations, staff selection, training/development, disciplinary action and terminations are handled consistently to promote growth and results; and recommend, develop, and assist in implementing new and revised policies and procedures, to improve administrative and budgetary operations.
This position, in collaboration with the Director and leadership team, is responsible for setting overall goals and objectives for exempt and hourly employees to ensure consistency and uniqueness, which will be measured and reviewed annually through the department climate survey.
This important role will oversee and coordinate the department's key performance indicators and assist in the coordination of the data for reporting purposes; perform research and data analysis and prepare summary reports in support of department programs, projects and initiatives; coordinate and oversee the compilation and development of the Public Works operating and capital improvement budgets; gather information and prepare complex budget and staffing reports for use by management; and oversee the administration of procurement activities for the department, including contracts, requisitions, purchase orders and procurement cards.
In addition, the Assistant Public Works Director will oversee budget and high profile projects through project execution meetings, and perform a wide range of assignments necessary to assist in the completion of a variety of Public Works projects/programs, including but not limited to GIS, GPS, EAB, ARA, snow complaints and issues, storm water, backflow program, personnel uniform program, purchasing and pricing, along with other programs as needed. Duties will also include inter-governmental agreements and tracking of plan review. Preparation of Board agenda items and attending Committee of the Whole and Village Board Meetings are required, along with other village wide meetings and/or industry related meetings as necessary.
The Assistant Director must represent Public Works as required, for internal departments, community groups, and residents at various meetings, committees and functions; as well as demonstrate village values of integrity, communication, teamwork, professionalism, and quality of life.
We seek a confident, proactive and collaborative professional for this position. The ideal candidate will possess a minimum of seven (7) to ten (10) years of progressive experience with a similar public works/engineering organization, along with a Bachelor’s degree in public/business administration, construction, civil engineering, or related field (significant relevant experience will also be considered). A Master’s degree in a related field is preferred.
Three (3) to Five (5) years of supervisory experience is highly preferred, along with prior administrative/analytical experience. Strong computer skills including Microsoft Office Suite, is a must. Experience with Tyler or other work order management system is preferred.
Continued education in administration, management, leadership and technical principles to keep pace with advancements within the Public Works field is the perfect prerequisite to joining the Village of Orland Park in this Assistant Director role.
The salary for this position is in the +/-$110,000 range depending on qualifications.
