    The Village of Orland Park, a dynamic, progressive, growing community of approximately 58,000 residents (expected build out 70,000) seeks a Director to lead our Public Works Department.  Located approximately 30 miles southwest of downtown Chicago, Orland Park has a unique blend of residential and business communities in the midst of more than 700 acres of parks and open lands.  

     

    The Village of Orland Park was incorporated May 31, 1892 and operates under the Manager form of Government which was adopted on November 5, 1983.  Legislative oversight in the Village is provided by the elected Mayor and Board of Trustees.   The corporate authorities include the Village President (Mayor), the Village Clerk and six (6) Village Trustees, each of whom is elected at large to a four year term.

     

    Key Responsibilities

    The Public Works Director is appointed by and is directly accountable to the Village Manager.  In collaboration with the Village Manager, the Public Works Committee, the Mayor and the Village Board, the Director is expected to develop short-term and long-term goals for village wide public works projects.

     

    This position handles the day to day management and administration of the department and is expected to remain abreast of recent developments and trends in these fields and incorporate as appropriate.   This position is responsible for directing, administering and managing all activities of the department for the maintenance of public infrastructure including; potable water; sanitary and storm sewer drainage systems; streets; lighting; buildings/facilities; parking deck; vehicles and equipment and transportation programs along with the planning and construction of related capital improvement projects.  This position also administers the solid waste hauling and recycling contract and the PACE van ADA transportation contract.

     

    The Public Works Director will prepare and administer departmental budgets, manage staff, and coordinate and track all expenditures for public works related projects and improvements.  

     

    With approximately 59 full-time staff and ten (10) regular part-time employees this department is structured into five (5) divisions, Utilities, Streets, Vehicles & Equipment, Transportation and Building Maintenance. The majority of the full-time staff are union.  The Director is responsible for a $32 million budget (includes water & sewer fund, water & sewer fund capital projects and road improvement capital projects) for fiscal year 2019.

     

    The Village is in the process of implementing an aggressive capital improvement program, including major street, water, sanitary sewer, storm water and facility improvements.  The Director will be responsible for the successful management and completion of these projects.

     

    The Director must demonstrate village values of integrity, communication, teamwork, professionalism, and quality of life.  A commitment to the principles, practices and implementation of HPO concepts are also key components of the position.

     

    Qualifications, Knowledge, Skills

    We seek a confident, proactive and collaborative professional for this position.  This position also requires at least 10 years of progressive experience managing a similar public works/engineering organization along with a Bachelor’s degree in public/business administration, civil engineering, or related field (significant relevant experience will also be considered).  A Master’s degree in a related field and/or a P.E. designation is highly preferred. 

     

    Strong project planning and tracking, budgeting, fiscal management, solid judgment, supportive and motivating leadership style, and participatory management approach are additional qualities that will make for a successful Director in the Village of Orland Park.

     

    Compensation & Benefits
